This article summarizes the worsening situation on Oahu.

Key points:
Throughout the spring and early summer, Hawaii ranked nearly last among U.S. states in cases per 100,000 people, according to a Wall Street Journal analysis of Johns Hopkins data. Through Tuesday, Hawaii ranks 19th in cases per 100,000 people this month. Over 70% of Hawaii’s total cases were reported in August and about half of its 51 deaths, more than any other state on both measures.

Oahu stay at home order extended for two more weeks. Beaches and parks are open for solo activities.

Dine-in at restaurants still not allowed.

There are slight modifications for outdoor activities. Parks, beaches and trails will reopen to allow for solo activities, including reading, meditating, eating lunch, jogging and sitting on the beach alone, the mayor said at a news conference at Honolulu Hale.

“One thing we’re not going to do a second time is rush to reopen and then have another spike and have that occur during the holiday season,” Caldwell said.

Kauai to allow "resort bubbles" so that you can quarantine anywhere on the resort property and not just in your room, including using pools and restaurants.

There had been discussion about 72 hours and would it be exactly 72 hours. The Hawaii State Department of Health has changed the language to "three days" as in "Evidence of a negative COVID-19 test result must be provided upon arrival to the Hawaiian Islands. For this option, the State of Hawai‘i is requiring all travelers to Hawai‘i to take an FDA-authorized NAAT test from a CLIA certified laboratory no earlier than three days before your flight arrival date."

So it would appear as long as one's flight is not delayed to the fourth day one should not be concerned if arrival in Hawaii is 80 hours after taking the test.

Looks like Oct. 15th is a go:
starting Oct. 15, Ige’s new order says that “travelers who, upon entry into the state, provide written confirmation from a state approved COVID-19 testing facility of a negative test result from a test administered to the traveler within 72 hours from the final leg of departure, will be exempt from the mandatory quarantine.”

Text of Gov. Ige's 13th supplementary emergency proclamation. Most of the rest I've seen elsewhere, but I hadn't seen the COVID testing dispensation for interisland travel quarantine before.

"The inter-island quarantine for travelers arriving in the counties of Kaua‘i, Hawai‘i, Maui and Kalawao (Kalaupapa) remains in place. However, the proclamation empowers the counties to adopt a negative test exception process for travelers subject to the inter-island travel quarantine."

Maybe not.....Island Mayors are meeting with governor and Harry Kim of HI is saying that date might have to be moved for HI island....people need to remember that state directives do not always apply to all islands...stay tuned.

Interisland travel is off the table through at least Oct 31 because of limited testing supplies.

Important new information coming right now from the Lt. Gov. press conference. First two are key:

1. Must get a NAAT test within 72 hrs of DEPARTURE to Hawaii.
2. Must get the test from one of their official testing "partners."
3. Under 5 doesn't need a test.
4. Cost is the traveler's responsibility.
5. Will accept the Abbott ID Now test, which is a rapid (< 15 minutes) test.
6. Expect to accept antigen tests down the road with a significant price drop once approved.

They currently have 12 official testing partners. Those partners will be encoding data into the Safe Travels app that allows the Hawaii officials to verify that the result is valid.

I missed the start so I don't have the list of partners but he mentioned Walmart, Kaiser, Quest, LabCorp, and CVS. He said the will have all the details out at least 72 hours before Oct. 15.

Caviat emptor -- I know nothing about this site as far as how reliable it is, but the claim is Kauai might have its own set of rules as Hawaii as a whole opens...

Anyone know if that plan is for sure? Have a trip in early Dec and definitely will not go under those restrictions. Leaves us with very little time to cancel and plan something else. Why in the world didn't the mayor opt out when the plan was first put in place for Aug 1/Sept1/Oct1/Oct15 ??? I understand Kauai is taking a similar stance. True?
