Most likely it's a scam, especially if it's for a Mexican timeshare. If they contacted your parents on a cold call offering them a big number, it's definitely a scam.

Actually, it does not seem odd. We see and hear of this all the time here on TUG. Two points you mentioned speak of a scam: offering a lot of money and can't find anything on them.
Also, how did you parents come to find this company? If, as Karen says, they contacted your parents out of the blue (usually telemarketing) then that adds credence to it being a scam.
The basic method they use is to tell your parents that they have found or will find a buyer for their TS but will need you parents to pay some sort of tax or fee to complete the deal. Whatever fee/tax they charge is bogus. Even if it were legitimate, those taxes or fees would come out of the proceeds of the sale, not from your parents paying this fee upfront.
Yes, parents are getting e-mails from all sorts of people weekly. My parents want to believe it because after so many years of travel they are ready to sell. Unfortunately, there isn't a "real" avenue for that
Escrow Holding Management who say they are located Iselin, NJ are involved in (timeshare) scamming people using fake notary public and recently sending fake bank statements and are being investigated. DO NOT DEAL WITH THEM!!!
Many, many red flags with Escrow Holding Management. Surely a scam. However, those "Just Answer" websites run by licensed attorneys can even be fooled.
