Help needed: Points listed on the Estoppel but not available for use

Hello we recently purchased points through resale. After going back through our paperwork, we noticed that here were an additional 2024 restricted points, listed on the line for 2017. I spoke with a member services agent and she indicted that the points were notated on our account but they were not available for us to use. I contacted the contract department and they stated that they are required to list all the points on the account on the Estoppel sheet but that did not mean we would have access to those listed points. Has anyone ever experienced this with their resale? Does anyone know what happens to these points?
 
Where the points listed on your purchase agreement as part of the sale? If not, the owner may have used them.
 
What matter is your year of first use and whether any points were borrowed from that year.
If so, you may have a major grievance with the former owner.

I'm in the middle of closing out a contract and was wondering if somebody see's any issues with this on the estoppel? I know I will have no points for this year 2017 but should have them January 1st 2018. Is it possible for the current owner to borrow points for 2020 and beyond?

Nope, one can only borrow next year's point. You're safe.
 
This is how the extra points were listed on our sheet as well. The restricted points were rolled over from 2016.

No way to borrow that far ahead so they don't bother listing all future years. It looks fine.
