Now comes the real test, as that seemed pretty obvious. Next question is, how long before he tells us what August 1 will bring.

BnB, STVR, and Timeshares to reopen with considerations.
According to the Governor's 9th Proclamation and Mayor's 8th rule signed June 12th the following now applies:
- Interisland quarantine will be lifted June 16th at 12:01 am.
- Out of state travellers must stay in a hotel/motel for 14 day quarantine.
- BnBs, STVRs, and Timeshares can begin to operate Monday, June 15th for those not needing to quarantine.
- STVRs can rent long term starting the 15th.
Note, Non conforming use certificates are granted to properties not in a zoned area for STVRs but applied for special exemption. If there is a nonconforming use certificate for a STVR there is a 2yr "abandonment" limit before losing the permit forever (section 25-2-67 of county zoning).
Whereas interisland quarantine is effective through June 15th, the county recommends taking check-ins June 16th to avoid criminal liability for the Host. Meaning, an interisland traveler checking in on the 15th is technically subject to mandatory 14 days in a hotel/motel.

Not sure this is new or surprising, but a quote from the Governor: "Asked Friday whether he could provide a date when tourism will reopen ― something the industry has pleaded him to provide ― Ige said his administration was getting closer to an official announcement."


A little bit more detail from the Governor's new conference today:

Top State Leaders Working on Multi-Layered Approach to Travel

With the reopening of interisland travel next Tuesday, Governor Ige and some of his top advisors are working on components necessary before opening up travel to and from the mainland and from foreign destinations.
  • Lieutenant Governor Josh Green and DOH Administrator Bruce Anderson are leading a committee currently investigating testing methods for trans-Pacific travelers.
  • Mike McCartney, the administrator of the Dept. of Business, Economic Development and Tourism is working with the governor on exploring travel corridors.
  • Hawai‘i Tourism Authority President and CEO Chris Tatum is leading a committee working on further guidelines for the visitor industry.
“We have a lot of details to work through. Above all we want to protect the health of all Hawai‘i residents and we’ll provide updates when the plan is ready,” Governor Ige said. He encouraged continued personal responsibility, including social distancing, use of face masks, frequent hand washing and staying at home if sick.

In a news conference today the Governor repeated that he will make that announcement in a few days.

I just checked the HGVC website and they still have July open for reservations. Does Hilton know something we don't know about the opening for tourists. Could they be opening in July getting ready for an August opening or are people that book July just have their reservations cancelled.

Apparently a lawsuit seeking an injunction to block the Governor's 14-day quarantine from being enforced has been filed in the US Federal Court in Hawaii. It is based on the Constitutional right to travel and move freely in the 50 states.

I just checked the HGVC website and they still have July open for reservations. Does Hilton know something we don't know about the opening for tourists. Could they be opening in July getting ready for an August opening or are people that book July just have their reservations cancelled.
Might just be making room for those already in Hawaii, those now able to fly between islands, etc. Also those willing to tough it out for 14 days.

I don't understand the meaning of the 2 statements when taken together:

If you have a timeshare reservation for June 16th since it is NOT a paid accommodation would you not have to stay in quarantine for 14 days?

If you have a timeshare reservation for June 16th since it is NOT a paid accommodation would you not have to stay in quarantine for 14 days?
Moreover, if you do have to quarantine for 14 days, you would definitely want a timeshare that would offer a full kitchen, a washer dryer and more space — staying in a hotel room would be like a prison cell. They should let the traveler pick the type of accommodation they want or can afford that makes them the most comfortable during that process.

All timeshares as well as the majority of resorts are currently closed. If the timeshares here were to open during this rule, I am not sure how the county will handle guests. Your guess is as good as mine. I know that timeshares are open on Maui and Oahu for owners and it may be possible that as an owner, it would not be considered a 'paid reservation' since you have an ownership stake.

I know that timeshares are open on Maui and Oahu for owners and it may be possible that as an owner, it would not be considered a 'paid reservation' since you have an ownership stake.

Here is some interesting information from the HGVC website. While the 4 Hilton Hawaiian Village timeshare resorts on Oahu are not taking reservations until August 1, the Hokolani on Oahu and the 4 resorts on the Island of Hawaii in Waikoloa are taking reservations starting July 15th. Something is definitely going on with the opening of Hawaii to tourists but they are not sure exactly when it will be and how they will accomplish it.
