If it's a converted fixed week (and I have no idea if it is) then the issue would be that there's only one week of the year that can be used for ARP. I'm assuming if you've used it before for ARP without being aware of such a restriction that it's probably not a converted fixed week and it really is just a glitch, or an issue of not having enough ARP-eligible points for that reservation.
