Yes, this is a secure site. You can click the padlock next to the search bar and see the details.

which url? i just checked the 3 main pages tug2.com tug2.net and tugbbs.com and all showed the certificate was valid?
 
Did you try reloading the site? Perhaps just a one time glitch?
 
You could try clearing your browsing cache.
It helped me when I had trouble accessing another site.

This happens on occasion on various websites. Just reload the page.
 
Is anything website really secure. I have to jump though a password and one time password sent to my e-mail to pay my electric bill. If anyone wants to pay it for me let them.

That has nothing to do with SSL.
 
Just a general comment. Using the web is very annoying with all the protocols and security needed. With very few crimes being able to be prosecuted.
