I have no indication that it is, so probably not.

We did get a surprise with our Club Wyndham Kona contract that was supposed to be 231,000 points every-other-year, equivalent to 1.5 weeks in a 1-bedroom or 1 week in a 2-bedroom. It landed with double the points, 462,000, and I'm only paying $1,500 in MF every two years. The Ebay seller didn't believe me, but Wyndham confirmed the it was ongoing. I've been told during presentations that it was due to a class action on EOY contracts, then I was told that it was an incentive for the prior owner to convert their fixed week to points, so who knows...
