I think (hope?) some of this behavior is exacerbated by the pandemic - restrictions, objections to restrictions, everyone more cooped up in the house or other private spaces - so some people tend to "wild" when they're let off-leash, and parents are probably relieved to be able let their kids go crazy without bothering their own regular neighbors <g>.
Definitely speak up immediately about noise, and since it's the junior crew on front desk during the affected hours, take photos and record the sound (some phone apps will give you a decibel reading) to give the general manager the next day. But since it's vacation, a 10 pm or even 11 pm curfew probably isn't unreasonable. A reason to go for top floor, I suppose, and yes, avoid the end close to Tatum.
I was unaware of locals abusing access - that should be taken up with GM as well ...they could easily install a gate restricting access to the CV parking areas by lobby and beyond to room card holders, though that wouldn't stop walk-ins. MOC now has restricted access to its parking lots with card-operated gates, for example.
