Canyon Villas NOISE ( Seeking Peace and Quiet!)

I think (hope?) some of this behavior is exacerbated by the pandemic - restrictions, objections to restrictions, everyone more cooped up in the house or other private spaces - so some people tend to "wild" when they're let off-leash, and parents are probably relieved to be able let their kids go crazy without bothering their own regular neighbors <g>.
Definitely speak up immediately about noise, and since it's the junior crew on front desk during the affected hours, take photos and record the sound (some phone apps will give you a decibel reading) to give the general manager the next day. But since it's vacation, a 10 pm or even 11 pm curfew probably isn't unreasonable. A reason to go for top floor, I suppose, and yes, avoid the end close to Tatum.
I was unaware of locals abusing access - that should be taken up with GM as well ...they could easily install a gate restricting access to the CV parking areas by lobby and beyond to room card holders, though that wouldn't stop walk-ins. MOC now has restricted access to its parking lots with card-operated gates, for example.

I suspect you may be right about pandemic effect. Our experience was certainly different than the more than dozen previous visits. However it would still be nice to have some designated peaceful areas at all resorts.
If there are play areas and play equipment in every public space, kids are going to play and use their " outside voices ". Now the adults are another issue...
Someone mentioned seeing more dads with kids at this time of year. We noticed that too-- there were mostly men out and about with children, rather than moms or entire families.

You can’t control bad manners of others unfortunately.

My kids are grown and I prefer traveling when kids are in school. There are always some but I can relate to your dissatisfaction with the situation you encountered.

No. We weren't by pickleball, but opposite side of complex-'shuffleboard area. But agree we must have had an unusual situation.

We normally choose this time of year to travel as usually kids are in school. But I guess with home schooling so prevalent now, the usual has been upended and families are not bound to typical school calendar anymore.
