The RCI weekly exchange rate has gone up to the full $299 that RCI has been charging everyone else since December. The last couple of fee updates had our RCI exchange fee a little lower than the standard fare (it was locked in for the year before a standard RCI fee increase).

I'm completely confused by the conversation on this. I thought you were talking about HCNY (The Hilton Club) rather than the other Hilton Club resorts in NYC (i.e., West 57th, The Central, The Residences, and The Quin). I haven't seen any postings about the HCNY fees for 2024; the 2023 ones were here and don't include a cost for Home Club reservations, which were complimentary while HGVC reservations using HCNY points had a cost for guest certificates ($89 or $64).

For other ownerships in HGVC, including the bHC (or HC to some) resorts (i.e., West 57th, The Central, The Residences, and The Quin) the fees work as per the schedule posted by @CalGalTraveler for non-HGVC Max members. As mentioned by @HuskerATL, Home week guest certificates are free and reservations that are Home Resort Priority, Hilton Club Priority, or HGVClub have the costs in the table. If you're HC rather than HGVC or HGVC Max, you don't fall under these rules. What you're terming an HC reservation within 9 months would seem to be a Home Club reservation, which had complimentary guest certificates last year - I think you'd have to look at the HCNY rules to figure out if those actually cost something now.

Guest certificates are a bit different for HGVC Max members with an allocation of free guest certificates based on the level in the Max system (e.g., HGVC Max Premier + gets 5 free), and a set cost for any additional ones above the allocation ($94 or $69).
And different for HGVC Legacy Elite Premier, they are all free. I tested the club reservation guest cert and it was free so the new table isn't correct showing a charge so I sent HGVC a note that they have an error in the table.

Sorry, yes indeed HCNY NOT the "HC resorts in NYC" . Owned there for years now, basically since it opened and still confused by the whole "club within a club" deal. From what I was told yesterday HCNY pays a guest pass fee at least now. In the past either I got away without paying it or it didn't exist. Doesn't really matter now because assuming I spoke with someone with half a brain they now charge a fee.

HCNY charges a guest fee when you make an HGVC reservation (also called an HGVClub reservation in the HCNY Rules) using your HCNY points, but not if you make an HCNY reservation (i.e., a "Home Club" reservation in HCNY parlance). Basically, if you go through the HGVC exchange, you pay fees (reservation, guest); but if you stay within HCNY, no fees (I just confirmed no guest cert fee on a test HCNY reservation). The 2024 HCNY fee schedule copied below [also in the Rules at PDF page 25], rules attached.

The new table appears to at least clear up the void in the language regarding bHC-to-HH point conversion being 1:32 regardless of whether it is a full or partial annual conversion.
That's true for conversion of next year's points. There's still a gap for conversion of current year points, not that I would do that.

Question on the new Cancellation Protection that you can call in and pay for after making the reservation. I have copied from the website below. It appears to me that you can request cancellation protection in the 61 to 31 day time frame and then cancel your reservation and get your points back. Where as if you otherwise cancel or attempt to change your reservation in that time frame it is considered a cancellation and you don't get your points back. Am I missing something or is this now a new benefit (although one that costs you $129)?

At the time of booking a reservation, cancellation protection is offered for Home Week, Home Resort or Club reservations, current fee applies. Cancellation protection, if offered, allows a Member to cancel a reservation using ClubPoints within thirty days of scheduled arrival with no loss of ClubPoints. Reservation fees remain subject to applicable cancellation policies.

Post-Booking Cancellation Protection
If you opted not to purchase the cancellation protection at the time of booking, you can choose to add this benefit after booking up to 31 days before the scheduled arrival date of your reservation. Just call your Club Services team to add this offering.

If cancel outside of 30 days, there is no cost and you get your points back but if you cancel within 31 days, then you lose your points. When you initially make the reservation, you have the option to buy cancellation protection for $99 but if you don't and choose to later, it is $129. You can add it up to the 31 day mark before the reservation date.

Yes, I believe you have it right.

So prior to this:
If you booked a club points reservation and FORGOT to add CP (Cancellation Protection) at the time of booking, you could NOT add it on after the fact. In this scenario, if you had to cancel this reservation, there was/is a sliding scale/cancellation chart (let's see if it lets me post below):

But also take into consideration that you can no longer change a reservation if it's 60 days or less out (thus it turns into a cancellation), so this may influence/affect your decision making.

With the new ability to add CP after the fact, it would seem that yes, you could add it after the change window expires (ie: 60 days-31 days) and then cancel the reservation (since you cannot change it at this point), thus recouping your full points, albeit losing the fees.

Since travel insurance isn't an option for points booking (AFAIK, there's no travel insurance available that would reimburse your HGV points/cost, other than the fees), I always get the CP now if I'm going somewhere. But that's a personal decision everyone has to make (I changed my mind after losing close to $800 in fees/points cost for a reservation I made and had to cancel 2 days prior last year due to COVID).

So I did a bit of digging on this to see what my problem was. It seems when I call the same 888 number that I have had for 8 years I was getting routed to the HGVC office and not the HCNY. They stated that when the system identifies the number I am calling from it is suppose to detect that I am a HCNY owner and route my call there (so they claim). FWIW I have had the same number, they stated "the system isn't perfect". So not realizing I am talking to the HGVC (or for that matter Hilton Club resorts of NY) and NOT HCNY I proceed with booking and obtaining guest passes etc.... Well they just process my requests and charge me the additional fees as I am not booking at "Home Club" reservations and basically don't say a word. I was told if I don't hear them answer "Hiton Club of New York" then HUCA. While I definitely enjoy my NYC property at HCNY and looking at purchasing at the "Residences", I don't like HGVC and this concept of a "Club within a Club". You would think they would just give the owners of HCNY a separate number for the Home Club office in NYC?! Oh well, live and learn.

The Open Season Reservation Window occurs 30 days prior to the check- out date through one day prior to check-in. Reservations may not be changed and the standard cancellation policy applies.

Open Season rental reservations are available to Members for their personal use only. Check-in dates may be restricted. Open Season reservations at different properties for the same or overlapping dates are not permitted. Open Season rental rates are per night and must be paid in full at time of confirmation. From time to time, Open Season windows may be expanded to maximize occupancy, promote select resorts or similar purposes.
