Wyndham Ovations, not available to a Canadian?

I am not a Wyndham owner but I am curious about their Ovations Program. I see (on a Diamond Resorts Advocacy Facebook page where the Admin also tries to help others) that Wyndham won't allow a Canadian with a Canadian timeshare (Carriage Hills/Ridge) to use the Ovations Program to get out of their timeshare (no outstanding loan). Is there a reason for this or is it a stalling/baffling tactic?

Carriage hills is Shell and a lot of people are in default at that resort as is. I believe about 20% of owners have an outstanding balance. It has nothing to do with nationality, Wyndham just doesnt want any more of those deeds at the time.
