Another easy fraud is to lease a property, then just stop paying rent and use renter protection laws to preclude eviction for non-payment.
I'll go one better. Have someone with citizenship, good credit, etc lease a property,
then have someone with none of that move in "together",
then when the owner comes to the door wondering about rent, have the second person say "I'm the (boyfriend, girlfriend). He/she is out of town this week. I'll pay it. Here is my check."
As soon as the owner or owner's representative accepts the check from the 2nd person, that 2nd person gets all the protection laws.
Then, the original renter never appears again (most likely off being paid to start the scam again with another "boyfriend/girlfriend").
Then, the 2nd person just stops paying rent and uses renter protection laws to preclude eviction for non-payment. Of course, complaining about "MOLD" in here somewhere works wonders.
I was on the jury. We were not allowed to discuss together til the end. I kept wondering if I was crazy or if the others figured out every step of the fraud. It heartened me to see that 9 out of 12 figured it out and 2 others figured most of it out. Then there is always that one ...
