Will there be a market for "used" Vacation Club points?

I know this is in the future but I wondered (like DVC, etc) will there eventually be a time when you can purchase someone else's VCP resale at a discount? Also, I wondered if you buy 4000 initially and then decide you only need 3750 can you sell 250? Any thoughts?

If the new owner is not a current points owner, it appears the 'initiation fee' is somewhat steep. There appear to be procedures in place for the sale of points by points *owners*, ones who have purchased points 'new' from MVCI.
