Why doesn't the expanding Universe break the speed of light?

As the universe expand the speed of light expands faster.
 
It is scientific fact, nothing can travel faster than the speed of light. That is like the universe's speed limit. Science Fiction (like Star Trek or Star Wars) says their advanced tech can shoot them faster than 299,792.458 kilometers (186,000 miles) per second, but humans are nowhere near making that possible. Right now, the fastest human-made object (Parker Solar Probe) is moving across space at a blistering 635,266 km/h (394,736 mph).

The speed of light - where physics ends and theology begins.

First reality. The speed of light is not constant. The denser the medium (like air or water), the slower the speed of light. Classical (Einsteinian physics) says that since there is nothing in a classical vacuum, that's the fastest light can go.

Second reality. There is no such thing as a classical vacuum. Quantum theory required (and it has been measured) random fluctuations in a vacuum, causing particle pairs to come into existence, which almost immediately annihilate each other. They occur in random appearance, but on a macro scale, they verage out into a "medium" of sorts. This is referred to as "zero vacuum energy".


Does light intere4act with the zero vacuum energy? It ought to, but that doesn't sit well in "The Church of Einstein". Of course, it doesn't sit well in the Church of Quantum Mechanics, either, which uses C (speed of light in a classical vacuum) as a major part of its mathematic.

In the late 1990's, a method of altering thezero point energy in a very limited sense was discovered. It disrupted a number of long standing physics laws (experimentally proven), but no one has seriously tried to measure the speed of light under those special conditions. (everybody KNOWS you can't break the speed of light in a vacuum!)
