Westgate pet and service animal policy

We recently enjoyed a week at Westgate Smoky Mountains and I picked up a copy of Westgate's pet and service animal policy. (See attached pdfs)
So it seems Westgate is one of the few dog friendly resorts but for a $150 fee. This apparently applies to owners, guests, and exchangers.

I suspect this part of the policy is often violated. I've walked past villas and can hear a dogs feet as it barks but no other humans in the room saying anything to a dog barking as someone walks past the door.
o While a Pet Dog is in the room/suite, it is required to be supervised by the guest or crated at all times.
