In Cabo San Lucas ....along the corridor some of the larger resorts with golf courses or otherwise sprawling complexes will have few to no vendors, but as the highway presses closer to the shoreline on the outskirts of San Jose, they are thicker than sand-fleas, but usually a polite group...

A few years ago we stayed at Casa Dorada/Melia in the middle of the corridor between Cabo San Lucas and San Jose. It wasn't a sprawling complex, but it did sit back far enough so the beach was very wide. A fence ran along the front of the property about mid way between pool deck and ocean. The fence was open so we could easily access the shoreline, but the vendors never came past the fence onto resort property.

There was enough distance so that we never felt crowded or annoyed, but we were free to walk down to the fence whenever curious about the colorful wares. As noted above, the vendors we encountered there tended to be a polite group.

Resorts in the middle of the Cabo/San Jose corridor or those over the hill on the Pacific side seem to be your best bet in the Cabo area. They both have natural features that keep the number of vendors down to a more comfortable level.

Have you ever visited Loreto, Mexico BCS? Just north of La Paz. No vendors, just real Mexico!
My daughter and her other drove Baja a couple of years ago. Loreto was one of the places they most enjoyed on the trip. They weren't expecting anything there, and were very pleased.
