I haven’t been to Vegas in a very long time and I’m wondering if someone can steer me in the direction of the cheaper 21 tables in town. Staying at MGM Grand so I’m guessing that’s not the place for cheap tables.

I would say midstrip where the smaller casinos are, or South Point is a nice casino and low betting minimums. We are staying at the Grandview next week and I am dying to play some roulette
Hooter's has blackjack tables with $3 minimums. Never been, but seen the sign 8 bazillion times!!! O'shea's is gone, but the Quad (old Imperial Palace) has $5 tables and is right on the strip down a bit.
Also the El Cortez (renovated since I was last there) on Freemont has low limit tables if you are out that way.
