There is no such thing as a "transportation fee". When renting from an owner, whether via a broker like David or directly, there are no mandatory charges after you pay the owner for the reservation. (There are many *discretionary* charges, of course...)
You might be thinking of the $95 fee charged to inbound RCI exchangers. This is only charged to inbound exchangers, and the only thing it an inbound exchanger gets that you would not otherwise be entitled to as a guest of that resort is the ability to contact Member Services directly via their 800 number to discuss particulars of your stay (e.g. sign up for Magical Express, make location requests, and even dining or activity reservations). This is sometimes (incorrectly) described as a Transportation Fee, but really it's charged by Mickey because he can get away with it.
