Southwest Airlines changing their policy...

I just read that travel funds cannot be used by anyone else other than the original purchaser of the ticket beginning in January. Do you know if that means travel funds earned after Jan 2011 or travel funds used after Jan 2011?

Thanks for the information.
 
I found the information about the change in policy on their website, but it's not clear.
