Snap Travel and RCI rental pricing?

All Exchange Companies state that Hawaii is a hard trade. Yet, if you go to Snap Travel you will find many rental weeks available for many resorts in Hawaii. They are renting out the Maui Embassy, 1 Bedroom units, for $699.99 (this is less than the Maintenance fee at most Resorts plus the Exchange Fee). Yet there appears to be no Exchanges available for the same time period. If the purpose is to get the Renters to buy, I fail to see why anyone would buy if cheap rentals are available.

I also find it interesting that RCI is renting the same weeks to the RCI members for $1119.99. Since Snap Travel appears to be RCI with a different name, could you explain the $420.00 extra charge to the RCI membership?
