The cooler holds 8 bottles and keeps the temp constant. In order to do that, the fan runs 24/7. I am wondering how much electricity it will use. Any ideas? Maybe I will stick with the fridge.

Plug a kill-a-watt into it, or read the info on the energy guide sheet included with the 'fridge.

In my mind, it's just another compressor, and the small ones are usually inefficient -- 8 bottles may as well go in the fridge.

Those use electronic heat-transfer modules- like 12v coolers. They are quite energy efficient, however not too long-lived. I bought one 5-or so years ago, and within a couple of years it was an 'ambient temp' wine rack.
