What are triggers that HGV uses to exercise ROFR?

Based on recent history on ROFR.net, the only properties I’ve seen fail ROFR are SC and FL properties. What is the reason for this?
 
The SC properties are owned by Strand and they use ROFR often to sell the weeks retail again. I am surprised that FL properties are taken via ROFR ... It is really just SC.

Me too. I knew something was special with SC, but Las Palmeras has also had a lot of ROFR failures recently — the opposite of what I would have thought!
