Just noticed a banner ad about the Resort Credit program. Following the link led to a page that included the following terms & conditions, confirming that StarOptions from resale VOIs are not eligible. Here's what it had for the Terms & Conditions:

This offer permits eligible StarOptions to be redeemed for a Resort Credit at participating Westin Vacation Club and Sheraton Vacation Club resorts to be applied toward eligible amenity services which may vary by Resort.

ELIGIBILITY
  1. Participants must be VSN members with sufficient available StarOptions to reserve a Resort Credit. Vacation Ownership Interests (“VOIs”) purchased through an unauthorized resale agent or HOA resale offer, or VOIs not enrolled in the VSN are not eligible for this offer.
  2. Only eligible VOIs with Use Rights in the year of or the year after the Resort Credit transaction date are eligible. Multiple eligible VOIs may be combined and applied toward a Resort Credit booking.
  3. Resort Credit bookings may be applied only to a reservation with guest name matching the Owner name. Home Resort reservations not affiliated with VSN and third-party reservations are not eligible.
  4. Resort Credit must be activated by Owner at the Concierge desk upon arrival.
  5. Credit may only be applied at checkout for designated eligible amenity services, merchandise and food & beverage outlets that are purchased on-site and charged to your villa folio. Not valid for room, tax, gift cards, gratuities, charitable donations, or any other items, fees, or services.
  6. Designated amenity services, merchandise and food & beverage outlets are subject to change.
  7. Any items purchased with the Credit and properly returned during corresponding occupancy will result in a reinstatement of the appropriate amount to the Credit. Items purchased with the Credit may not be returned after checkout.
  8. You may be subject to additional terms and conditions as set forth by the Resort or VSN Administrator.
  9. Sponsor reserves the right to change the Terms and Conditions, as well as supplement, terminate or extend the Resort Credit offer at any time without notice.
RESERVATIONS
  1. Resort Credit may be reserved with StarOptions toward a new or previously booked Resort issued at least 48 hours prior to arrival date.
  2. Resort Credit bookings may be applied to eligible reservations only with established StarOptions required as specified.
  3. Resort Credit may only be used during corresponding reservation occupancy and any unused portion shall be nonrefundable, expire at checkout, and may not be transferred or applied to another reservation or future stay.
  4. Reserving multiple Resort Credits for a Resort and reserving multiple Resort Credits within a calendar year is permissible.
CANCELLATIONS
  1. Cancellations must be made through Owner Services by calling 800-847-8262 or 407-903-4640 Monday through Friday 9 a.m. to 8 p.m., Saturday 9 a.m. to 5p.m. Eastern Time and subject to the cancellation policy.
  2. Resort Credits may only be cancelled as a result of the cancellation of the associated reservation. Cancelling a reservation with a Resort Credit will result in StarOptions to be reinstated to the ownership account with original expiration date prior to the Resort Credit Transaction. Cancellations within 60 days of Resort arrival will be reinstated as Restricted StarOptions
  3. StarOptions applied to a Resort Credit will be forfeited as a result of a resort reservation name change into a third-party.

This seems like a great way to get decent value out of Starpoints that would otherwise go unused. But the Vistana site doesn't really have any information on how you go about using this program. Do you have to call Vistana reservations? There doesn't seem to be a way to do it online. Can you do it while you're already staying at a property, or must you set it up in advance?

It looks like Westin Mission Hills isn't included in the program, anyone know why?

It must be done after you've made your reservation and you must call Vistana in advance to do it as it must be applied to a specific reservation. If you wait until you get to the property you will not be able to do it.

The plan is to eventually roll it out to all the properties but that hasn't happened.
 
I was able to claim resort credits without calling in (the hold times are quite long right now) by using the “Contact us” form on the Vistana site. I gave them a clear request, including how many options I wanted to redeem, which ownership I wanted to take them from, and which reservation I wanted to apply them to. I sent it last night, and this morning I received a confirmation email that it had been done.

So I’d suggest trying it that way if you don’t want to spend a long time waiting on hold. Their telephone hours are very limited now (for those of us on the west coast, they close at 2 pm!) so making the request online beat sitting on hold during my busy morning hours.
 
Is there a way that an owner can gift another owner staroptions or to gift staroptions converted towards a resort credit?
