RCI Points Partners Blackout Dates!!?

I spoke to a counselor today who mentioned that RCI recently introduced blackout dates where points can no longer be used for travel plans such as airfare, hotels, etc.
I haven't heard that before - has it been discussed on TUG already? Apparently, Thanksgiving, Christmas, and New Years weeks are no longer available for Points Partners use. Any comments or insights?
 
I had had points partners airline tickets booked over New Years for several months, but then I cancelled. In making other reservations, the points partners guide told me that the blackout had been in force since June. No reason was given. Does anyone have any insight into why they did this?
