Are there any systems that include the RCI or II membership in the fees? Any way you can exchange for less than the normal fee?

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
Hilton points(RCI), Wyndham points (RCI), Bluegreen points (RCI), mandatory Starwood SVN units (II) and Hyatt (II) include membership. You generally pay another $100 or so in mandatory membership fees and with the exception of Wyndham you can't add other TS into that exchange company account. So you are paying the fee, its just mandatory.

In II, Marriott to Marriottt exchanges are discounted about $40 over the regular exchange fee as are Starwood to Starwood.
