RCI Banked weeks?????

Received this e-mail today. Not sure how paying $300 is getting a gift. Is this against RCI policy? I know renting exchanges are but is there any other RCI banked weeks that can be exchanged?

We have several owners who will not be able to use their 2012 RCI banked Timeshare weeks and would be willing to gift them to you or your friends for only $300. It is bogus - RCI does not permit exchanges to be rented...
