If you are an owner at in Massanutten does the 1 in 4 rule apply to other sections of that resort? For example owner at Summit you can exchange there whenever you want, but 1 in 4 applies to Woodstone, Regal Vistas, etc.

First of all, it is RCI that has that stupid rule and not resort. You could trade in 5 times a year through DAE. To answer your question, using RCI it would mean that you would be restricted to one resort in four years. Your ownership week would not change that.

Are you absolutely sure about that? - I have always been told that it was the resort who enforced the 1in4 rule and not RCI.

Rci has offered to enforce the rule at the resorts request. The specific rules to be enforced are dictated by the resort. Many resorts, Massanutten included do not require that owners abide by the 1 in 4. If you use a Massanutten deposit credit, and section or combined deposit as long as it is from Massanutten only you can make multiple bookings into the 1 in 4 sections. If you are using a mixed combined credit or a credit from a different resort, you need to call RCI to bypass the 1 in 4 at Massanutten.

It is a sales tool. Buy here or buy multiple units because you won't be able to exchange in more often than 1 in X years.

yes I am sure it is an RCI thing. It is like "Guest Certificates" = also an RCI thing. If there is a way to take your money away, RCI is all over it! That is why I have no use for RCI.

From RCI's Summit at Massanutten section under fees, "1 in 4 year rule applies to exchanges only." The way I understand it is that if you exchange into the Summit or another Massanutten Association, the 1 in 4 rule applies for that association. A last call does not count. You can, and I have, stayed at Summit one year, Regal Vistas the next, Shenandoah Villas the next, etc. Just as long as it is not the same association. BTW, Mountainside Villas, are completely independent of Massanutten and have no 1 in 4 rule.
I am almost certain that this 1 in 4 policy is a resort decision and most don't have a restriction. Several months ago I exchanged into a Hilton Head Spinniker resort that had a 1 in 4 policy although I had been there in the last 4 years. RCI's website did not pick up on it, so I didn't worry about it. When the resort got my reservation a couple of weeks prior to my arrival they notified RCI and canceled the reservation.

Yes but it was still done through RCI. RCI imposes the restriction.
 
RCI gets business and gets listed as the resorts official exchange company in many cases because it is willing and able to provide the technology that permits customized enforcement. Some resorts exclude getaways, some waive the rule for owners, etc.

Whether companies like DAE fail to offer the 1 in x rule because they refuse to enforce limitations on members or simply don't have the technology to adequately track and limit multiple exchanges is unknown.

It definitely is a combination of the resort requesting the limitation and RCI's ability and willingness to enforce the resorts preferred limitation, perhaps in exchange for additional developer deposits that causes the RCI rule.

Personally I haven't found any use for DAE and some other independent exchange companies because while they sometimes have lower fees (not always), they generally aren't able to provide the exchanges that I am looking for. I currently have a deposit with trading places that will either expire or I will take something I really don't want. I have let a deposit expire with SFX and I did a modest trade down with DAE and feel no incentive to deposit anything else with them.

I believe most, if not all, resorts which have a 1-in-4/5 typically do bulk deposits to RCI. And since I can't imagine RCI wanting to limit the number of exchanges they could get, my guess is it's the resort who determines if the restriction is applied. (So they can get a larger variety of new sales prospects).

Not sure how or if we can find out for sure. I've gotten different answers every time I've asked the resort or RCI.

I'm a fan of DAE http://www.daelive.com/members/logon.aspx?redirect=/search/bonusrental.aspx especially their Bonus/Rental weeks that are often $199 and sometimes $99 for a winter week. It is free to join and I have always found them helpful to work with.
