RCI 1 in 4 rule

Can I book two rooms for the same week if the resort has the 1 in 4 rule? RCI is closed now so I am not able to call them.

I was trying to book a two bedroom at Sheraton Desert Oasis through RCI but they only have one bedroom unit so I would have to book 2 one bedroom units separately. Is this allowed? The weeks are not completely aligned. Nov 24-Dec 1 or Nov 25 - Dec 2. I can't find anything for the exact same dates.
 
Usually you can book two consecutive weeks, so I would imagine two overlapping would also be okay. It is also possible (maybe even likely) that there are two full 1BRs available for either of those two dates.
 
Why is this a 1 in 4? We tried to book in Driftwood Beach Resort and were told no. My brother wanted to go after he took over our mother’s timeshare. We had booked for my mother 3 years earlier and since my brother opened a new account with RCI we thought he could go. But the resort said RCI wouldn’t allow and RCI said resort wouldn’t allow. Try to get one of them to say yes, but by then the unit was gone. We told my brother to wait til the timeframe was over and then try to book.
