Because I can work remotely and often travel around the world, off-season special offers are very appealing to me. Therefore, I want to buy a timeshare program with as low a price and maintenance costs as possible, so I can register for II and RCI memberships and purchase their 'last time deals'.

I hope:
1) Low cost for buying and maintenance.
2) I don’t care about what I am buying, and it is unlikely that I will stay there anyway.
3) It would be best if I could register accounts with both RCI and II with it.
4) After several years, it won’t be particularly difficult(expensive) to exit or transfer.

I'm new to timeshare.If you have any suggestion,please let me know.

You can't advertise your want to purchase so you may want to edit your second to last sentence. Also note most systems are in either RCI or II, not both. The less you pay for your week, the harder it will be to sell or even give away.

You should post in the newbie forum and answer the questions so people can better recommend a particular system and location for you.

This doesn't exist. They are mutually exclusive. If the timeshare has no value now, it will have no value in several years. Nobody wants it now. Nobody will want it in several years.

If you want a trader, it needs to be in a desirable location -- preferably unique to its area, or one of only a few timeshares. High demand plus scarcity means you get to trade for what you want. But this will not be cheap to buy and it almost certainly won't be cheap to maintain.

I'd stick with hotel rooms.

I think you may be searching for a pink unicorn. That aside, I am responding merely to note that resort affiliations with exchange companies vary. Some are affiliated with RCI, fewer with II, some with both. My point is simply that a resort would need to be "dual affiliated" with both RCI and II in order for you to be able to acquire membership in both exchange companies. You can't join both just because you'd like to do so; the resort itself must be "dual affiliated" for you to acquire membership in both exchange companies. You may or may not know this already; I'm just mentioning it in case you don't. In any case, good luck with the unicorn search.

A place like Foxrun may be affiliated with both II and RCI. Triennial points at places like Vacation Village at Parkway or Grandview might work for access to RCI last calls. Once you've purchased something, you don't have to keep it very long to keep your II and/or RCI membership; they don't ever check to see that you still own a timeshare to maintain your membership and that will still give you access to the last-minute deals.

And another caveat - if you are thinking that the last minute deals are going to be abundant in the places you want to go and with the dates you need, you will disappointed.

You could consider the smallest WorldMark contract they offer, 5,000 credits. You can often pick it up for $1K or under and resell it for a similar amount. You can register it both in RCI and II. The 2024 maintenance fee is $705 but you can rent back the annual usage of the 5,000 credits to other owners each year (this year most transactions are 8 cents per credit or $400 for your credits), and they can be transferred through the WorldMark website for free once you find a buyer. That would make your net 2024 maintenance fee $305.

You could consider the smallest WorldMark contract they offer, 5,000 credits. You can often pick it up for $1K or under and resell it for a similar amount. You can register it both in RCI and II. The 2024 maintenance fee is $705 but you can rent back the annual usage of the 5,000 credits to other owners each year (this year most transactions are 8 cents per credit or $400 for your credits), and they can be transferred through the WorldMark website for free once you find a buyer. That would make your net 2024 maintenance fee $305.
A 5000 credit WM contract will get you a blue season week in a 2BR and access to Monday Madness and Inventory Specials in the WorldMark system which could work well for you in addition to RCI and II exchanges.

That's great extra information for the poster. They said they weren't going to use the timeshare itself for any stays but now they know about all the great ways that they could.

1) Places I have no interest in visiting.
2) Places which are ridiculously difficult to get to. The "Hotel Stanley" in French Caledonia, for instance. I'll looked at the airfare for that place at least a dozen times. Each time I said, "Nope -- not for that kind of money."

Yeah, that's fair. I've had more than a few of those, too. "How fast could I possibly get to Kuala Lumpur? Oh, three days. Great. By the time I get there, it's time to check out."
My experience as well. Last minute getaways are always in far away international locations. :unsure:

I have a 1 bedroom at Gaslamp Plaza Suites that pulls good TPU in RCI and also has Interval affiliation. I've never exchanged it in Interval so I don't know how well it does. I've gotten plenty of great II getaways with my membership.
Can also use Trading Places International (this resort and others). They periodically have promotions where you can get '3 for 1' for your week deposit (1 regular exchange and 2 bonus weeks). Bonus week availability is usually shoulder or off season weeks.

I am also an owner at Gaslamp Plaza. It trades so well through Interval that I've recently deeded back my Timber Lodge (Lake Tahoe) week to Marriott, and accepted another Gaslamp week in its place.

If you want a trader, it needs to be in a desirable location -- preferably unique to its area, or one of only a few timeshares. High demand plus scarcity means you get to trade for what you want. But this will not be cheap to buy and it almost certainly won't be cheap to maintain.

I'd stick with hotel rooms.
