Vacation Village, Wyndham, WorldMark, Vistana, Vidanta, Flora Farms, HGVC Max, and some independents
HGVC (legacy) charges fees for most transactions. So this would naturally limit the number of shorter stays as more short reservations means more fees and money to be paid to make those reservations. MVC just built the fee in as a skim rather than charge cash for it.
Not all, it's more complicated than that - bHC in HGVC (legacy), for example, includes an option for all inclusive annual fees as some of those resorts (NYC and DC) are actually set up for nightly stays. Of course, in that case the higher fee covers the inefficiency. There are also perturbations at the HOA level such as W57, where a cleaning fee is imposed for stays shorter than 3 nights.

I think it would depend on which cost or fee is being discussed. Bluegreen ties all costs into their trusts but also limits points reservations around the actual fixed week. Wyndham has additional fees for non owners as well as also tying reservations to the underlying fixed week somewhat. Since Disney started from scratch with a points system, they just built these fees and issues in from the beginning. MVC HAD to account for the issues (both costs and inefficiencies) of a pure points system in some way the only question was how were the issues going to be handled. For extra fees I guess it depends on what fees. For additional cleaning, higher % of Customer Service interactions, additional corporate decision making and more staff time at the resorts, that should come from the club fees and maintenance fees mostly and I suspect it does 100% of the total. Does that mean that those who owned fixed weeks and are not enrolled are subsidizing the other costs in their maintenance fees, maybe.

For anyone looking to stay at BeachPlace Towers in April, reservations for less than 7 nights opened up for 2BRs sometime in the past few days. Reservations for less than 7 nights for 1BRs and Studios remain blocked (though there is availability for 7 night reservations starting any night in April).
