We have been to the Grand twice and our four years are up so I made a reservation for 2013. With the 4-1 rule, I can't book two weeks but the web site lets me make a reservation the second week at Tortula. Since they have different RCI numbers, will the resort let me do this?

I would check with RCI. You should be able to book two consecutive weeks at the same resort even if they are a 1 in 4 resort.

As far as the other question, did the 1 in 4 info at the bottom of the page list both resort numbers? If not, then they must treat them as separate 1 in 4 resorts meaning you could reserve at the Tortuga Club even if you have stayed at the Grand. Kinda defeats the purpose of their 1 in 4 since they are basically the same resort but who knows?
