Rather than just complain to the developer, I would recommend that the HOA do he following:
1 Send a letter to all TS owners advising them of the problem.
2. Send a complaint to the Attorney General's office in Florida telling them what has occurred.
3. Send a complaint to the BBB so that the BBB can warn consumers.
4. Advise TS owners who believe that they were defrauded to file complaints with the Attorney General's office and the BBB.
More speficially, with respect to the State of Florida:
If you believe that there has been a violation of Chapter 721, Florida Statutes, the "Florida Vacation Plan and Timesharing Act," you should file a complaint with:
