We recently mailed 188 entries for IHG points and received enough points after that contest to stay 3-4 nights in the hotels, and those points were free. I should have shared it here because every entry won at least 500 points. We like the Holiday Inn in Oakland and stay there going to/from Hawaii sometimes.

No. It is actually targeted toward Marriott Reward members. Though it appears that anyone can enter, though there is a checkbox to indicate if you are a Marriott Rewards member.

No it's not. Only Open to legal residents of the 50 U.S. and D.C., France, the UK, and Germany.
