Manhattan Club Charge for Points Switch?

I was just offered an opportunity from the Manhattan Club to switch from "weeks" to "points" for a fee of $3500? It's not an RCI charge but a Manhattan Club fee. Is this common, to charge for the switch.

There are obvious advantages to points which have been well discussed elsewhere, but are fee's common for such a switch?

Too common

It is very common for the resorts to charge for the conversion that is costing them $199. It's too bad because no one is going to complain if they were reasonable and made a few dollars for the resort but $3300 is, shall we say, a tad high. Unfortunately once they sign up as a points resort you have to pay their fee to convert your time. There is no more PFD option.
