I've observed a significant increase in this type of behavior at hotels and timeshares. In many cases, the group doesn't show up to use the lounges until afternoon. There was one particular group at Oceana Palms who would put their towels on 8+ lounges that were among the few located in the 'morning sun' area at 8am. For those who arrived at 9 to actually use them, there were only a few scattered ones left. This group wouldn't show up until 1PM or later, and typically only actually used about 4 of them because the children were always in the pool. After two days of this, another owner and myself decided to move these reserved lounges to a corner shaded area (that would be in the sun by the time they arrived). If asked, we could honestly say that we didn't 'remove their towels from the lounges'. I really wish resorts would enforce 1 hour limits. On our last visit to Ocean Pointe, we noticed that several guests put their towels on lounges at the Cobia Pool when they went down for the morning water classes. However, they didn't actually use those chairs until much later in the day. We prefer the Cobia pool, but had to start using the main pool in order to get a lounge chair mid-morning.
I'm curious, when did these people reappear to actually use these 'reserved' lounges?
