HBR dispute

Ongoing re parking spaces and, newly, converting lock offs to two permanent units.

We stayed in a lock off there some years ago. We were not pleased at all. Surely converting one to a permanent studio unit is just wrong.

That's a very sticky situation. I can see both sides of the issue, but at the end of the day, at first look it would seem the resort should be required to provide adequate parking for "everybody" who is expected to be using the place. If a restaurant is operating on resort property, (and therefore is likely renting resort space), it seems to me the resort should be required to provide enough parking for restaurant patrons - based on the size and occupancy numbers of the restaurant. That's both a zoning and permit issue. If permits issued in the early 1970s are inadequate for current use numbers and methodologies, (e.g. the lockout owner who closed off the connecting door between units, permanently making one unit into two), things should be updated, and adequate parking provided as a result.
