If I buy a resale Wyndham timeshare are the last call vacations available or are they available only if you buy direct from Wyndham. Second, are last calls a good feature or are they hard to get

If by "last call" you mean the deeply-discounted RCI inventory: they are available to everyone with a Wyndham account via the RCI portal. Are they a good feature? There's a reason those units have been sitting available in open inventory for months and months leading up to check-in. You can sometimes find some gems, and if you are just looking for a place to be that isn't home for cheap, you can do that. But it's relatively rare that something anyone would otherwise want is just sitting there.

The best you're going to get in last call in a Vacation Village. I don't even use my RCI account. My personal strategy is to buy as many vacation points as I can use in a year (resale of course) and rent out what I don't use. Koala has made it super easy for Wyndham owners to break even on their points.

Last Calls sound good in theory, but the reality is most of them are not very appealing. If you are super duper flexible, like to travel at off times, and don't mind a 2-2.5 star resort in many cases you might find something. Just don't expect to find winter ski weeks, or summer beach weeks or hawaii or anything top tier as a last call because you certainly won't.

Sometimes Extra Vacations has sales, and I've found those to be more usable than Last Calls. I was able to attend my college reunion on a sale-priced 2BR Extra Vacation for something like $350, and was able to plan farther ahead than the Last Call timeframe. (It doesn't hurt that I went to college in an area overbuilt with timeshares!)

There are some areas and resorts that typically have availability in the Last Call Weeks. If any of those areas are within a reasonable driving distance for you those Last Call Weeks can be a really sweet deal because you don't have to worry about finding a reasonably priced rental car or flights.

Some people will say there's nothing but junk they would never want in the Last Call Weeks. However there are plenty of people who are able to find weeks they want or need in those Last Call Weeks. If pays to keep watching the available inventory.

We have a lot of Wyndham points and RCI points too through the weeks we own at Grandview at Las Vegas so I don't book the Last Call weeks all that often. There was one time being able to book them was what made me willing to go with DH on a several week long business trip. I was able to book consecutive weeks Last Call Weeks at the same resort which gave DH receipts with a dollar amount that he could submit on his expense report to get reimbursed. I wouldn't have spent the money for my flight to go with him if it meant staying in a hotel for that long; by myself all day while DH was working. DH was happy to have my company, we liked the resort and I had a nice vacation.

Last Call works if you are on top of things. I got six consecutive last call weeks in a one bedroom deluxe at Star Island in November and December. We were there for Thanksgiving, but couldn't get Christmas or New Year. From there we went to Bonnet Creek for the holidays on Wyndham VIP points (50% discount).

When I look at RCI (whether it it exchange/Extra Vacation/Last call), I only select resorts with a Gold rating or higher. I have had good luck (nice places/clean units) by doing so. I disregard Silver level and below.
