Sounds like OP could be talking about Playa del Sol/Belair. Lots of people upset over that special assessment last year. PdS can increase maintenance fees at most 10% a year...and they have. But while some timeshares are owned by relatively decent 'owners' I think Playa del Sol is owned by some serious crooks. I own there but refuse to pay the special assessment as there is no 'extraordinary fee' mentioned in my contract/papers.

some people have tried to fight it by going through Profeco, but I don't think Profeco has many teeth.

Pacifica Special Assessment

I'm wondering if you have sent a letter to Pacifica, either to the address in Colorado or directly to their Mexico City office.

We also received the assessment. What was not clear in their e-mail message was what would happen to an owner who failed to pay the assessment. I assume that this would fall under the termination clause in the original agreement.

The original agreement does not mention the word assessment but they generally referred to "expenses", and I assume from that that the owners have the right to issue this assessment.

It certainly would be nice to get a group together of Pacifica owners in order to get a meeting with the owner.

 I looked through all my documentation, and in my contracts the only place expenses is mentioned is referring to trying to cancel the contract before full payment.
I also have no address for either Mexico City or Colorado. Have you corresponded with them?

Help with Special Assessment

Any Pacifica members who wants more information about the Pacifica Special Assessment can send an email to bob@viscomoutdoor.com . There is a group of members opposed to this additional fee who have been communicating with Pacifica and have some information and advice to share. These reports have gone to over 200 Pacifica members and have been instrumental in changes to the fee and the incentives for payment.
