Is this can be true?

I have contacted a WMH seller and asked couple questions, because the seller said that the new owner could convert the ownership into starpoints.
Below is my question and seller's answer.

Q)WMH is a voluntary resort, so resale owners cannot have benefit of staroptions and starpoints. Am I wrong?

A)We bought our place before the rules went into effect on the transfers so they don't apply. I checked twice.

I am wondering if this can be true? Thanks for any input.

There is no reason to believe this is true. Buying from the previous developer would give you no advantage regarding Starwood rules. To confirm - ask him for the name and email/phone for his Starwood contact and check it yourself.

That is great idea. I will ask starwood contact info to seller.
I thought I missed something from starwood ownership. Thanks!

Not right. Those rules of converting resale to SPs have always existed. Even the units that were taken over from Embassy by Starwood had those rules. SPs never existed "outside" of Starwood. It is their hotel program.

Sounds like the owner just doen't know. No exceptions to this rule though so it's an easy one. No resale gets SPs EVER (except if you retro it with a Starwood purchase direct from Starwood).
