Impact of New Levels on Villa assignment priority

There has been a lot of discussion of the new levels and the claimed benefits. I am anxious to see what these modifications will do to the villa prioritization at the resorts. Previously, weeks owners staying at home resorts typically received the best villa locations. I am currently chairman level and primarily use points at non-owned resorts during shoulder season. My chairman status had little impact on my view when there was high ownership occupancy. Will these new levels change the priority for villa assignment? I'm not worried about the two highest levels because there will not be many willing to invest to achieve little incremental benefit.
 
I would think there wouldn't be more than one or two Reserve or Pinnacle owners at a resort at any given time. They are the top 0.1%. Chairman's Club owners could have an impact. I thought they were said to be 5% of members. The main question is, will these new priorities override owners staying on their home resort reservations? The role of room assignment coordinator just got harder. Chairman's Club owners now seeing this benefit might start to expect it and get grumpy with front desk staff when they don't get it.
