I am placing a request and when it gets to the "Renew or Upgrade Your Membership" screen it will not allow me to continue. Yes I know there is a "No Thanks" button but even if I click it, it will not allow me to continue. I think it is a browser problem since I recently upgraded to IE9.

Check to make sure the request dates dont go past the expiration date of your membership. Your membership must be active through the dates of your request.

That part was fine. It didnt even give me the option to extend the regular membership. It was just the gold/platinum and it had an option to decline but it still wouldn't continue. I had recently called to add a unit and also extend my regular so I could have a bigger window but that had registered already. I think it was a glitch. A few hours later (and on a diff PC) it didn't even show the option to extend gold/plat.

Go to compatability mode

In the past I have had some problems with IE9 and Interval. Things dealing with calendars being non-responsive, etc. I went to Tools > Compatibility view settings and added II to run in the compatibility mode.

If you think that this may be the issue, then make the change. I haven't seen any downside and it fixed my other problems.
