II and Starwood Exchange

Today I was going to do an exchange back to my home resort and II wanted to charge the full exchange fee of $144, not the discouned price(starwood to starwood).
Has this happen to anyone else.
Do you need to call in to get the discount.

iirc - if I recall correctly

Full exchange fee is $199 (it just went up on Jan 1). $144 is the discounted fee.
 
The fees went up $10 as of January 1. The Vistana and Marriott internal exchanged went from $134 to $144 and the regular exchange price increased from $189 to $199.
 
I think the Vistana to Vistana fee is a $55 discount from the regular fee. So perhaps that is how it should be worded in the sticky, as opposed to a fixed cost.
