Hello wise ones:

How do I determine if I need a new/bigger power supply and fan if/when I add a new graphics card to my machine - an HP a6130n?

I thank you in advance for your indulgence.

I would start by looking at the specs for your computer and see what the power supply is rated at and then look at the specs for the card you are interested in.

I don't do much work with high end graphics cards. None of my machines have a high end card. In fact, most just have onboard graphics.
