Direct correlation of being to cheap to do the job right the first time. It always costs more to do the job right the first time. But then again it may have cost them more to fix the continuous problems.Hanlon's razor: Never attribute to malice that which is adequately explained by stupidity.
--- or in this case greed. They want to help their bottom line but they have showed over and over just bad programming choices over and over again.
