If a resale has the very best week/season, according to II Travel demand index, but the resort has lower rating (not a II Premier resort), will it hinder your trading power & exchanges?
 
Yes - trading power is based on the quality of the resort AND the season.

It really depends on the location.
Ocean City or Virginia Beach summer weeks are traded very well in II even though there are not many 5 star resorts.
Royal Dunes resort in HHI, SC has gold crown rating in RCI but no rating in II. However, II always give AC for gold season and platinum season weeks and those weeks have great trading power.
 
Lack of an II award will only impact trading power if your goal is to exchange into awarded resorts. If you are happy with your home resort, then you'll probably be happy with those that you can exchange into and you'll likely have more choices than folks with awarded resorts because there are more standard resorts in the system than awarded resorts. II's quality filter often prevents highly-rated resorts from exchanging into lower-rated ones.
Part of the award criterion is amenities and activities. Those create high maintenance fees. If location and time are important to you but amenities and activities are not, you might be happier owning a standard resort with its exchange options than owning a Premier Resort.
