I am not familiar with the location but I would advise against the purchase. Are you wanting week 10 every year? That is not a high demand week and not worth the fees in my opinion. I would join tug and learn all you can. It is very possible to have that same week every year for much less than the annual maintenance fees.
That said, a fixed week is lot less trouble. If you know you want week 10, and you desire the process to be hassle free, it's a decent option.

413 looks to be a B-sized unit (1121 sq ft). "A" unit are 100 sq ft bigger, but C & D are in the 900 sq ft range.

Looking at the images, it looks to be top floor, corner unit with larger deck and something called "green house treatment" according to images. Anyone stayed in a unit like that? I understand that the resort recently underwent renovation. Were all units renovated?
Not to beat a dead horse, but unless you are getting a summer week, you are getting something that can be had any time for less than what your annual obligation would be. I can book week 10, 2014 right now for less than $550. Or I can book week 11 for about $600. You will end up paying almost twice that.
Make sure you know what you are getting into and not just caught up in the emotions.

My parents own a fixed 4th if July week there and I'm not sure if even that would rent for much over fees, so unless your positive in a unit/week, then I'd hold off.

We really wouldn't be looking to rent the unit. Do your parents enjoy their unit there? We own DVC and like Shelter Cove but we don't want to pay the DVC prices for points at HHI and don't want to use our DVC points to stay at their HHI property. We use those to only stay at WDW. The fees at Marriott are a bargain compared to DVC HHI dues!
One could also buy a cheap Willow Ridge Lodge, lock off and exchange both sides in to this time of year at Harbour Pointe. So you could get two weeks at Harbour Pionte for about $600 each. This is comparable to getaways but gives you some extra flexibility in to exchanging in to other areas.
