Interesting to see the full terms. To me, this continues to be a nothing burger.
My summary of the terms:
You have to park in appropriate places and you can't use parking spaces for anything beyond parking your car.
The developer can charge "certain transient rental guests" for parking; the money goes to the VOA (and any costs of administering the charges is borne by the VOA.)
If you break the rules, you can get towed or fined.
It all seems really reasonable to me, so long as the "certain transient rental guests" are limited to non-ownership reservations made on the Bonvoy platform. And people renting resort rooms for cash are accustomed to paying for parking, it's pretty much a standard thing.
If MVC ever got greedy and tried to enlarge the definition of who had to pay, I think that owners could and should scream bloody murder, but I don't think that's what is happening. But I'm genuinely interested in hearing legitimate concerns since this change is happening at pretty much every MVC property.
