I buy a lot of discounted gift cards from Cardpool, which guarantees them for a year (longer than other sites like this). They also buy cards.

In Canada we have a company ( https://www.cardswap.ca/ ) that will buy many store, restaurant and other business' gift cards off you then send you a cheque. You don't get the full amount, but pretty close, and some stores' cards are worth more than others. We recently sent them a $50. restaurant gift card that we won as a door prize, and they gave us $48. for it. My 88yo MiL often gives us gift cards to places we don't shop at just because she is limited to where she can buy them. We get the cash to spend where we want on what we want. The card swap business has very high ratings, been in business for years and usually sends the cheque out within a day of receiving the gift card.
