So does that basically mean that the new owner could only use the week at the home resort?

Owner can use this week for:
1) home resort during summer season
2) exchange through interval international - all starwood weeks have starwood priority

I would deposit your 2011 unused week before 12/31.
If you don't deposit your week, it will be disappeared on 1/1/2012.
Even if there is a buyer, there's no way you can transfer your week by 12/31/11.
And offer that week to new owner - you reserve something from interval international and transfer that week to new owner by purchasing guest certificate.
It will attract more potential buyers.

The ownership is EOY odd and the MF are $500? Is that $500 annually (so $1000 for one weeks use) or $500 paid EOY?

Starwood EOY ownerships pay MF half annually.
So owner is paying $500 each year. However, this $500 includes $114 annual SVN fee because owner purchased this week from the developer.
New owner will not pay that $114 annual SVN fee, because resale weeks at this resort is not part of SVN. Annual MF will be more likely $400 ($800/use).
