Just an idea...
An option that wouldn't break the bank would be to can try to find a triennial unit, meaning use is once every three years. Maintenance fees are cut into thirds, but you don't get many points making your points almost useless. BUT you would have a toehold in RCI giving you access to the Last Calls and Getaway deals.
From there you could try lots of places through last calls (since you are flexible and can go in off seasons, your options may be wider than usual) and pick one you like to buy your "real" unit.
The only examples of RCI affiliated triennials that I can think of offhand are Grandview in Las Vegas and Vacation Villages in Orlando, but there are more you can find if you search.
